Chavez offers cheap oil for Europe's poor

Venezuelan President Hugo Chavez said he would provide cheap heating oil to poor Europeans during an "alternative summit" held in Vienna, Austria on Saturday.

The summit was held parallel to a three-day summit between Latin American and Caribbean countries, and the European Union.

Chavez has a similar program for low-income Americans in the eastern United States.

He is an outspoken critic of American influence in his region and during his speech Saturday he referred to the U.S. as a "paper tiger."
